The purpose of this paper is to define and calculate Iran's MONETARY and financial SECTOR resilience index. So, according to the existing resilience literature, and using the grounded theory (GT) approach, theoretical saturation was obtained with respect to the resilience components of the MONETARY and financial SECTOR and Indicator factors were extracted using the bayesian model averaging approach. Five variables were identified in the presence of 22 variables, in the framework of the model's uncertainty and with an estimated three million and six hundred thousand regressions; which include the growth rate of government oil revenues, the fluctuation of the growth rate of liquidity, Risk index, the ratio of bank debt to the central bank to the MONETARY base and the ratio of government debt to the banking system to liquidity, as non-fragile variables, (this means that it retains its work as an effective factor in the resilience of the MONETARY and financial SECTOR in the presence of other variables and have meaning). Which shows that because of the probability of a higher uptake, these variables should be considered more than other variables in assessing the effect of MONETARY and financial SECTOR. The time series of the index of MONETARY and financial SECTOR resilience is calculated based on the normalized variables of these variables for the period from 1976 to 2016.

The current set up of Iranian banking system is the continuation of previous structure and nothing has changed in the banking organization after the passage and implementation of law of interest free banking operations. The changes introduced in the arrangements of banks after the enactment of the Law, were confined to the nationalization and merger of these banks. While non-interest banking operation is essentially different from interest based banking system, the lack of an appropriate structure has caused Iran's banking system to remain far from an interest free and efficient system. The low share of banks direct investment, noncontingent return, the incompatibility of intermediation with principle-agent method, lack of commitment to the nature of contracts, inverse selection, and moral hazards are the major implications of Iranian banking system remaining unchanged. The research aims at presenting a model for restructuring the Iranian banking system- in conformity with interest free financial system. To keep the intermediatory nature of bank, its dual legal entity, and MONETARY and CAPITAL SECTORs, as it is the case in conventional banking operations, Iranian banks' should only act as financial intermediators and hand over the investment and agent tasks to appropriate institutions. Thus, the current banking system must undergo three changes. First, bank operations should be limited to handling current accounts, beneficiary loan deposits and other common banking services. Secondly, banks should not accept time investment deposits, this task will be handed over gradually to the related institutions. Thirdly, specialized banks should be transformed into commercial investment banks. In this model, the interest will be eliminated and the specialization of financial institutes will help decrease the informational asymmetry. As a result, direct investment will increase and the economic growth will accelerate.

MONETARY policy is one of the macroeconomic variables that Have impect on agricultural investment. In this study, The MONETARY shocks have been defermined by Hodryk-Prescott Filter, and then the effect of MONETARY shocks on agricultural investment has been studied by the use of Auto Regressive Distributed Lag Model for the period of 1974 to 2011. According to results GDP, has positive effect and MONETARY shocks, credit to the agricultural SECTOR and inflation have negative effect on agricultural investment in Long-run. Error correction model shows that in the short run, credit and inflation have had negative effect and MONETARY shocks and GDP, have had positive effect on agricultural investment. Error correction term indicates that 44% of disequilibrium in agricultural investment in each period is adjusted in the next period. Therefor, as agricultural investment is important in planning. It is proposed that the government support investing in agricultural SECTOR against MONETARY shocks.

Banks play an important role in economic development. The access to bank financing allows many firms to carry out investment projects, which prompt economic development. Numerous studies have underlined that MONETARY policy is a key element in determining banks’ loan supply. MONETARY development raises the scope of MONETARY policy and improves policy performance. This study examines the effect of MONETARY development on banks’ loan supply in various banks in Iran. In this Article, Iranian banks were categorized into three types; i. e. state, private, and Principle 44. The analysis is performed using the Seemingly Unrelated regression over the period of 2011 to 2017. The results indicated that MONETARY development has positive and significant effects on the banks’ loan supply by various types of Iranian banks, as a result, banks are following the policies of the central bank. The results also showed that state banks and Principle 44 banks were more influenced by central bank policies than private banks, or that most of these policies were accompanied. Other variables include interest rates on facilities, GDP and internal variables of banks, CAPITAL adequacy ratio, and share of cash assets from total assets and size of the bank also have a significant impact in this regard.

MONETARY policies are among macroeconomic variables which have considerable effect on Gross National Product of various SECTORs of the economy. Due to importance of Agricultural SECTOR in the Iranian economy, the effect of MONETARY shocks on Agricultural SECTOR, by using Vector Autoregressive model and filter Hodric-Presscott has been examined in this paper. The results showed a weak relationship between MONETARY shocks and growth of agricultural SECTOR and it is concluded that agricultural policies had negligible effect on growth of agricultural SECTOR.Finally, some recommendations were made to improve the situation.

to purchase new machinery and equipment and replacing worn-out machines have great importance. Regarding the CAPITAL constraint in the mining SECTOR, not using it indicates the weakness of management and the level of actual production is less than the potential level. Accordingly, the present study intends to investigate the factors affecting the average productivity of CAPITAL in the mining SECTOR of Iran over the period 1983-2017. CAPITAL in this SECTOR is in the form of equipment and machinery as well as financial CAPITAL. Based on the results, the average productivity of CAPITAL has been accompanied by many changes, and its lowest amount is observed in the years of the imposed war. Estimation of the econometric model showed that the inverse per capita CAPITAL, mineral price index, energy efficiency, and private SECTOR share in ownership have a significant effect on CAPITAL productivity at the level of 5%. Therefore, an increase in energy efficiency and  a decrease in per capita CAPITAL increase average CAPITAL productivity. On the other hand, increasing the price of minerals increases CAPITAL productivity.
